Selection Method of CCHAE Gold Award for the 25th Central China (Hunan) Agricultural Expo

Chapter I General Principles

Article 1 The Organizing Committee of the 25th Central China (Hunan) Agricultural Expo (hereinafter referred to as CCHAE) shall continue to conduct the selection for the CCHAE Gold Award during the exhibition to further advance agricultural brand development and fully leverage the leading role of agricultural exhibitions in brand cultivation and market promotion. The Method is formulated according to the provisions of relevant laws and regulations as well as the overall deployment and arrangement of the CCHAE Organizing Committee:

Article 2 The selection of the CCHAE Gold Award is open to agricultural and forestry products and their processed products engaged in the exhibition. Through the selection, some brands and high-quality agricultural and forestry products and their processed products will be promoted to society.

Article 3 The selection of the CCHAE Gold Award follows the principle of "openness, fairness, green development, quality first, and strong marketability". It adopts the mechanism of "exhibition group recommendation, expert evaluation, review, approval, and exhibition release".

Chapter II Selection Organizations and Responsibilities

Article 4 Regarding the selection organizations of the CCHAE Gold Award, the CCHAE Organizing Committee adopts expert evaluation and invites experts and professors from the Department of Agriculture and Rural Affairs of Hunan Province, Forestry Department of Hunan Province, Hunan Academy of Agricultural Sciences, Administration for Market Regulation of Hunan Province, Hunan Agricultural University, Central South University of Forestry & Technology, Hunan Hongxing International Exhibition Co., Ltd., and other organizations to take charge of the selection and recommendation of the CCHAE Gold Award. The CCHAE Organizing Committee shall set up an award office to collect samples (including materials) and sort out statistics of participating products. It is also responsible for the submission for evaluation and approval, certificate making, and other regular work.

Chapter III Selection Scope and Award Quota

Article 5 Products participating in the selection for the CCHAE Gold Award are limited to agricultural products, forestry products, and processed foods engaged in the CCHAE.

Article 6 The evaluation of the CCHAE Gold Award is based on the exhibition area of the products applied. (Cities and prefectures in Hunan Province may apply for 1 product for every 80 square meters. The five provinces in Central China may apply for 1 product for every 20 square meters. Other provinces may apply for 1 product for every 40 square meters. Each guest province of honor may apply for 10 products.) All exhibition groups are required to strictly control the number of products recommended for selection. For the CCHAE, there will be 280 gold award winners. There will be 180 winners from Hunan Province, 50 winners from the five provinces in Central China, and 50 winners from other provinces (including guest provinces of honor).

Article 7 The CCHAE Gold Award encourages the active participation of exhibits from Jiangxi, Hubei, Anhui, Henan, and Shanxi in Central China, as well as other provinces.

Chapter IV Application Requirements

Article 8 The applicants for the CCHAE Gold Award should meet the following requirements:

(I) They should have independent corporate capacity;

(II) They should obtain the title of leading agricultural industrialization enterprises at or above the municipal level, demonstration professional cooperatives at or above the provincial level, or Good Agricultural Practices;

(III) They should have environmental protection systems, quality certification systems, and product traceability management systems (regulations);

(IV) There should have been no accidents related to quality and safety, environmental pollution, counterfeit, and shoddy production and operation over the past two years.

Article 9 Products participating in the selection for the CCHAE Gold Award should meet the following requirements:

(I) They should be products exhibited and sold at the CCHAE;

(II) They should be products with registered trademarks;

(III) They should be products that have obtained the certificate of qualification, namely one of the certifications for pollution-free agricultural products, green food, or organic food (within the validity period), agricultural products with geographical indications, or national patented products;

(IV) They should organize production according to standards, and the product quality and quality safety should meet the requirements of industry standards or local standards;

(V) The product packaging should comply with relevant national regulations, and the product name, place of origin, quality grade, production standards, shelf life, contact information, and other content should be indicated;

(VI) The processed products must obtain the food production license according to the law, be listed in the market access catalog, and pass the market access;

(VII) The main quality indicators of the products should reach the advanced level of similar products at the provincial level, and the quality safety should conform to relevant regulations;

(VIII) The products should have wide popularity and a large market share. The annual sales amount should have been more than RMB 300,000 over the past two years (except for traditional products and new specialty products), and the products should have participated in two consecutive sessions of the CCHAE.

Chapter V Application Materials and Objects Submitted for Selection

Article 10 The following materials should be submitted to apply for the CCHAE Gold Award:

(I) Two copies of the Product Gold Award Application Form of the 25th Central China (Hunan) Agricultural Expo;

(II) One photocopy of the business license;

(III) One photocopy of the registered trademark;

(IV) One photocopy of the certificate for the municipal leading agricultural enterprise;

(V) One photocopy of the certificate of qualification, namely one of the certifications for pollution-free agricultural products, green food, or organic food. One photocopy of the geographical indication certificate is required for agricultural products with geographical indications. One photocopy of the patent certificate is required for national patented products;

(VI) One photocopy of the production license and market access certificate;

(VII) One photocopy of relevant materials such as quality certification systems, environmental protection systems, and product quality traceability management systems;

(VIII) One photocopy of executive standards for production organization;

(IX) One full indicator test report from January to August 2023 (from a state-authorized quality inspection agency);

(X) One photocopy of the sales report for the past two years;

(XI) One photocopy of ministerial and provincial high-quality product awards and various exhibition award certificates.

Article 11 To apply for the CCHAE Gold Award, applicants shall submit objects (at their own expense). For agricultural products and food products, 2 packaged products should be submitted, and 3 kg of non-packaged products (in some special cases) should be submitted. The required products (samples for selection) should be sent from 8:30 on October 10 to 18:00 on October 18. All the participating products will not be returned (the samples should be mailed together with the materials, and we are not responsible for any lost parts). Chapter VI Detailed Rules for Selection

Article 12 The selection of the CCHAE Gold Award shall set several selection conditions. Experts shall conduct reviews and recommendations. Afterward, the winning recommended products will be selected according to the ranking based on scores.

Article 13 Detailed rules for expert evaluation (100-point system):

(I) Enterprise certification: 10 points shall be recorded if the product has obtained a registered trademark and the enterprise has obtained the title of leading enterprise at or above the municipal level, and provincial agricultural standardization construction demonstration project, or Good Agricultural Practices project;

(II) Product certification: 10 points shall be recorded if the product has obtained one of the certifications for pollution-free agricultural products, green products, and organic food (within the validity period), agricultural products with geographical indications, national patented products, GAP, HACCP, GMP, and other system certifications; production license and market access permit for processed products;

(III) Product packaging: 10 points shall be recorded if the product packaging generally meets the requirements of national regulations, is good-looking and applicable, and has a clear logo, registered trademark, executive standards for production, place of origin, shelf life, contact information, and other content;

(IV) Product quality: 50 points shall be recorded if the product has excellent quality and distinctive characteristics, the production is organized according to standards, the main quality indicators meet local or industry standards and national safety standards, the quality assurance system and complaint system are established, the quality commitment is made, and the overall quality reaches the advanced level of peers in the province (quality evaluation);

(V) Product sales: 10 points shall be recorded if the product's annual sales amount was more than RMB 300,000 from January 2020 to September 2023 and the sales amount has been over RMB 200,000 for each session during the last two sessions of the CCHAE;

(VI) 5 points shall be recorded if the product is recognized for its popularity, consumer awareness, and reputation;

(VII) Awards: 5 points shall be recorded if the product has won ministerial and provincial high-quality product awards or awards in relevant professional exhibitions and the CCHAE.

Chapter VII Selection Procedures

Article 14 For the selection of the CCHAE Gold Award, the applicants shall recommend and apply to the municipal agricultural administration, the expert review panel of the CCHAE shall conduct evaluations and recommendations, and the CCHAE Organizing Committee shall review, approve, and publicly announce the award.

Article 15 The selection of the CCHAE Gold Award is divided into four stages:

Stage I: Exhibition Group Recommendation   The applicants shall download the CCHAE Gold Award Application Form of the 25th Central China (Hunan) Agricultural Expo on the official website of the CCHAE Organizing Committee (http://www.cchae.com), fill out the form and submit it to the agricultural administration of the corresponding city or prefecture for approval and recommendation, affix the official seal, and submit it together with the required application materials and samples to the designated site of the CCHAE;

Stage II: Selection and Recommendation   The CCHAE Gold Award will be selected and recommended by experts of the CCHAE, and the recommendations will be summarized and reported to the Organizing Committee by the award office;

Stage III: Review and Publicity   The CCHAE award office will report the selection recommendations to the CCHAE Organizing Committee for review, approval, and publicity;

Stage IV: Commendation and Award Presentation   The products winning the CCHAE Product Gold Award will be commended and awarded by the CCHAE Organizing Committee.

Chapter VIII Time, Venue, and Incentives

Article 16 The selection time for the CCHAE Product Gold Award is 7 working days before the opening of the CCHAE, and the venue is Hall 2 of the Changsha Hongxing International Exhibition Center.

Article 17 The CCHAE Organizing Committee shall award plaques and certificates of honor to products winning the CCHAE Gold Award and release commendation decisions.

Chapter IX Sample Display

Article 18 The CCHAE specially sets up a sample display area. The samples participating in the Gold Award selection will be displayed during the CCHAE.

Article 19 The samples submitted for the Gold Award will be displayed in categories. Live and fresh products (including refrigerated and frozen products) as well as non-packaged products will not be displayed.

Chapter X Supplementary Provisions

Article 20 The Method shall apply to the selection of the "CCHAE Gold Award".

Article 21 The Method shall come into force as of the date of issuance.

Article 22 The CCHAE Organizing Committee shall be responsible for the interpretation of the Method.
